Jointly organised by the Diocesan Catholic Education Commission and the Teachers’ Professional Development Centre of the University of Saint Joseph, the Certificate Programme in Catholic Leadership in Education 2025 officially commenced on 6 May 2025. The opening ceremony was held at the Don Bosco Auditorium of the University’s Ilha Verde Campus, bringing together thirty-four middle and senior-level educators from seventeen Catholic schools across Macao, marking the beginning of a new phase in nurturing future school leadership.

The modest yet formal opening ceremony was moderated by Professor Isabel Tchiang Van-Man, Acting Dean of the School of Education and Director of the Teachers’ Professional Development Centre. The ceremony began with a prayer led by The Most Reverend Bishop, D. Stephen Lee Bun-Sang, who entrusted the programme and all participants to God’s guidance. In his welcoming address, the Bishop reminded participants of their identity as Catholic educators and school leaders—not merely fulfilling job responsibilities, but answering a sacred calling. He emphasised that school leadership should inspire teaching teams to rediscover the meaning and value of education through faith, and to recognise their role within the “One, Holy, Catholic and Apostolic” Church. Only by remaining open to the guidance of the Holy Spirit can school leaders become active witnesses of the Gospel and contributors to the mission of the Church. He also encouraged all to promote a culture of love in their schools, creating a caring and healthy learning environment for every student.

Vice-Rector for Student Life of the University, Dr Teresa Loong, then addressed the participants, expressing her hope that each participant would gain new insights into the foundations of Catholic education and develop the leadership skills essential for the role. She thanked the Diocese for the trust in allowing the University to deliver this well-regarded programme, and reaffirmed USJ’s commitment to supporting the professional growth of Catholic educators in Macao. Quoting the late Pope Francis on leadership, she highlighted the importance of compassion, inclusion, and service, and encouraged participants to connect, collaborate, and carry these values back into their school communities.

Dr Stephen Chan Teng-Fong, Director of the Diocesan Catholic Education Commission, expressed his gratitude for the active participation of thirty-four educators from seventeen Catholic schools and thanked the University of Saint Joseph for its partnership. He noted that the programme is more than a training course—it is a rare opportunity for future Catholic school leaders, often busy with their own responsibilities, to come together, engage in exchange, and learn from one another. Reflecting on his own formative years in Catholic schools, Dr Chan shared the lasting impact made by two exemplary priest-principals. He recalled how Father Cónego José Kou, in a time of scarce resources, personally contributed funds and led fundraising efforts to improve the school’s learning environment—quietly yet unwaveringly committed to the students’ wellbeing. He also remembered how Father Domingos Un Wai-Meng led by presence and example, delighting in time spent with students and walking alongside teachers in their daily challenges, allowing love and care to flow gently and silently through the school community. These seemingly ordinary gestures, Dr Chan noted, perfectly embody the pastoral spirit of Catholic school leadership—nurturing life in ways that are often unseen, yet profoundly enduring. Dr Chan also noted that this year’s programme incorporates improvements based on feedback from the first cohort and the Commission’s members, including enhanced collaboration with the Catholic Diocese of Hong Kong. Senior educators from both diocesan and religious schools in Hong Kong have been invited to enrich the learning experience. He encouraged participants to treasure this eight-week intensive journey—brief in duration but long-lasting in impact—offering not only lasting friendships but also enduring values and spiritual growth.

Following the speeches, all guests and participants gathered for a group photo to mark the official start of the programme.

This second offering of the programme builds upon the core principles of its original design: to support the Diocese of Macao and local Catholic schools in identifying and developing potential middle and senior-level school leaders who can lead effectively through the lens of Catholic education. The curriculum integrates faith with professional practice through a structured thematic framework, enabling participants to deepen their understanding of educational mission, leadership responsibility, and day-to-day management. It addresses the specific challenges faced by Catholic education in Macao today. The programme comprises seven key themes, including the foundations of Catholic education, service-oriented leadership, pastoral care in schools, strategic and political leadership, organisational and leadership models, professional development, and collaboration with school sponsoring bodies and managing committees. Across thirteen in-person lessons totalling thirty-nine contact hours, the content progresses from foundational principles to practical leadership implementation, supporting participants in embodying Catholic values within their roles and guiding long-term school development.

The cohort this year comprises principals, vice-principals, section heads, administrative co-ordinators and other middle to senior-level managers, alongside promising frontline teachers recommended for leadership training. Their participation reflects the continued commitment of Macao’s Catholic schools to nurturing educational leaders grounded in faith and service. The organisers hope this programme will deepen participants’ educational vision and sense of mission, strengthen the integration of faith and leadership, and ultimately help them make a lasting, positive impact in their school communities.

The first two lessons were delivered by the Bishop, who introduced the essential guiding documents in education published by the Dicastery for Culture and Education over the years (previously known as the Congregation for Catholic Education before merging with the Pontifical Council for Culture in 2022). He also addressed the growing challenges posed by socially accepted values, which shift over time and often stand in contrast to the principles of Catholic education. He urged participants to recognise the depth of their influence, and to respond with discernment, faith, and unwavering commitment to the mission of Catholic schooling.
