由天主教澳門教區天主教教育委員會辦事處舉辦的「教區天主教教育委員會發展新規劃說明會」,已於二零二五年九月二十六日(星期五)上午在主教公署演講廳順利舉行。是次活動邀得本澳二十六所天主教學校的校監、校牧、校長、副校長、宗教及德育主任等合共五十六名代表出席參與,旨在於教委會第四屆任期伊始,向本澳天主教教育界闡述未來發展藍圖,並促進與各校的交流合作。
Organised by the Office of the Diocesan Catholic Education Commission (C.D.E.C.), the Presentation on the New Development Blueprint of the C.D.E.C. was successfully held on the morning of Friday, 26 September 2025, at the Auditorium of the Diocesan Curia (Paço Episcopal). The event gathered 56 representatives from all 26 Catholic schools in Macao, including Supervisors, Chaplains, Principals, Vice-Principals, as well as Heads and Deans of Religious and Moral Education, to learn about the Commission’s future blueprint at the commencement of its fourth term and to enhance communication and collaboration across schools.

說明會由教委辦主任陳庭鋒博士致辭開始,先介紹了「教育5.0時代」及「教區450周年活動」等未來發展重點,並提出整體規劃方向。陳主任的致辭引用了《箴言》十五章二十二節「缺乏考慮,計劃必要失敗;謀士眾多,策略方克有成」,闡述教育發展必須廣納意見、共同策劃。他隨後概述了當前教育面對的四大挑戰與焦點,包括青少年心靈健康問題、少子化帶來的招生困境、教育政策不斷更新,以及「教育5.0」時代的變革。特別是AI的興起正在深刻影響學與教的方式,將推動教育邁向新一階段,教委會亦會積極聯動鄰近地區的科技與資源,提升AI賦能教育的進程。
The presentation opened with remarks from Dr. Stephen Chan Teng-Fong, Office Director of the C.D.E.C., who introduced the key themes of the Era of Education 5.0 and the Celebrations for the 450th Anniversary of Establishment of the Diocese de Macau. Quoting Proverbs 15:22, “Plans fail when there is no counsel, but they succeed when counselors are many,” Dr. Chan underlined the importance of broad consultation and collective planning in education. He outlined four major challenges and focus areas faced by education today: the mental health of young people, declining enrolment due to a falling birth rate, ongoing changes in Macao’s education policies, and the paradigm shift brought by the Era of Education 5.0. In particular, he stressed that the rapid rise of Artificial Intelligence is profoundly transforming teaching and learning, ushering education into a new stage. He further highlighted that the C.D.E.C. will actively leverage technological collaboration and resources from neighbouring regions to accelerate AI-empowered educational development.

李主教接著特別指出了現代教育正面對五大危機:個人主義、錯誤的自由觀、倫理相對主義、唯物與功利主義,以及性別理論。這些危機不僅挑戰人類的道德基礎和精神價值,也動搖了教育的方向。主教強調,天主教教育的回應,必須以基督為根基,協助學生成為有德行且有用的人,肯定人的價值,並以耶穌基督的教導和行實作為教育的基礎、方法與終極目標,為學生建立正確的價值觀與人生方向。
The Most Reverend Bishop Stephen Lee then underlined five major crises confronting modern education: individualism, a distorted concept of “freedom”, ethical relativism, materialism and utilitarianism, and gender theory. The Bishop noted that these crises not only undermine moral foundations and spiritual values but also threaten to derail the true direction of education. He stressed that Catholic education must respond by grounding itself in Christ, guiding students to become virtuous and responsible individuals, affirming the dignity of the human person, and taking the teaching and example of Jesus Christ as the foundation, method, and ultimate goal of education, so as to nurture in students a sound value system and a clear sense of purpose in life.

隨後陳主任正式公佈所推出的「澳門天主教學校核心價值」,並介紹該核心價值框架以耶穌基督為泉源與基礎,呼應祂「我是道路、真理、生命」的聖言,並以三層架構闡明教育使命:第一層是基督作為不變的根基;第二層以「道路」(愛與關係)、「真理」(智慧與分辨)及「生命」(珍惜與守護)「三個 V」作為核心(拉丁語分別為Via, Veritas, Vita,均是以V開始);第三層則引申出十二項具體行為建議,涵蓋信、望、愛三超德及智、義、勇、節四樞德,為師生在日常生活中可見可行的德行典範。陳主任強調,各校可依其校訓、辦學精神與學生特質靈活調整,並隨社會環境發展而持續更新,但必須堅守以基督為中心的總體方向,讓「道路、真理、生命」深入課程、德育、宗教教育及校園文化,培育學生在真、善、美、聖的氛圍中全面成長。
Dr. Stephen Chan then formally announced the launch of the Core Values of Catholic Schools in Macao and gave a detailed introduction. Rooted in Jesus Christ as the source and foundation, the framework echoes His words “I am the Way, the Truth, and the Life” and sets out the educational mission in three tiers: first, Christ as the immutable foundation; second, the three V’s, “Way” (love and relationship), “Truth” (wisdom and discernment), and “Life” (treasuring and safeguarding), drawn from the Latin Via, Veritas, Vita; and third, twelve concrete behavioural recommendations encompassing the theological virtues of faith, hope and charity, together with the cardinal virtues of prudence, justice, fortitude and temperance. These serve as visible and actionable models of virtue for teachers and students alike. Dr. Chan emphasised that while schools may flexibly adapt, expand or deepen the behavioural recommendations according to their mottos, missions and student needs, the Christ-centred direction must remain unchanged. He called for the three V’s to permeate curricula, moral and religious education, and school culture, nurturing students’ holistic growth in truth, goodness, beauty and holiness.

上述部分是整個發展新規劃的核心環節,明確定義了澳門天主教教育須依循的方向,此核心價值不僅將貫徹於課程設計中的宗教科、德育與倫理教育,更會滲透於校園文化的建構、師生關係的塑造,以及學校整體氛圍的形成,旨在引導各校在新時代繼續秉持福音精神,承擔培育青少年的使命。
This section formed the core of the entire new blueprint, clearly defining the direction Catholic education in Macao must follow. The Core Values are intended not only to shape the teaching of Religious, Moral and Ethical Studies, but also to infuse school culture, the building of teacher-student relationships, and the overall ethos of Catholic schools. The goal is to guide all schools in upholding the Gospel spirit in this new era, while fulfilling the mission of nurturing young people.

其後,來自香港天主教教育事務處宗教及道德教育組的陳乃國博士分享了香港推出價值教育的經驗,他先解釋是次澳門推出「三個 V」框架的優勢,包括層次分明、理路緊扣,既能將抽象價值轉化為具體的態度與行為,亦能兼顧「知」與「行」的培育。他分享了香港「A+校本價值教育框架八步曲」及「推展框架八步十八招」等在校落實抽象概念的經驗,建議學校如何能在校園全方位推行。同時,更提醒教育工作者要與不同持份者建立共識,共同推動學生德性與人格的全面成長。
Next, Dr. Francis Chan Nai Kwok of the Religious and Moral Education Section of the Catholic Diocese of Hong Kong shared Hong Kong’s experiences in implementing value education. He highlighted the strengths of the “three V” framework, noting its clarity and coherence, its ability to translate abstract values into concrete attitudes and behaviours, and its balance between knowledge and practice. Dr. Chan introduced Hong Kong’s A+ Framework of Eight Steps for School-based Value Education and the Eight Steps, Eighteen Measures for Implementation, offering recommendations on how schools can put value education into practice comprehensively across campus life. He further reminded educators of the importance of building consensus among different stakeholders to jointly promote the growth of students in virtue and character.

接著,教理培育委員會辦公室副主任陳思穎女士進一步從《第二屆梵蒂岡大公會議》及《天主教教育宣言》切入,說明天主教學校的教育根基在於基督,強調福音價值應成為思想與行動的內在動機與最終目標。她指出,「道路」意味著愛德與關係,學生需在彼此相愛中建立充滿關懷的校園文化;「真理」意味著智慧與分辨,幫助學生在知識與信仰的對話中明辨是非,培養誠信與忠實的品格;「生命」則強調尊重生命、群體共融與靈性提升,引導學生懷著感恩與敬畏,融入聖事與祈禱生活,邁向豐盛生命。她基於聖言及要理基礎的補充分享,將「三個 V」的具體意涵深化到德行培養與校園文化建設上,呼應並鞏固了核心價值的推行。
Following this, Ms. Madalena Chan Si-Weng, Vice-Director of the Office for the Comissão Diocesana para a Formação Catequética (C.D.F.C.), further elaborated on the theological foundation of Catholic education, drawing on the documents of the Second Vatican Council and the Declaration on Christian Education. She emphasised that Christ is the foundation of all Catholic schooling, and that Gospel values must serve as both the inner motivation and ultimate goal of education. Ms. Chan explained that “the Way” signifies love and relationships, calling for a school culture of care and witness to the spirit of self-giving; “the Truth” embodies wisdom and discernment, guiding students to dialogue between knowledge and faith, to distinguish good from evil, and to cultivate honesty and integrity; while “the Life” stresses respect for human dignity, community harmony, and spiritual growth, encouraging students to integrate sacramental and prayer life into their daily rhythm as they journey towards fullness of life. Her contribution based on the Scriptures and Catechism of the Church enriched the framework of the “three Vs,” embedding them into virtue formation and school culture, and reinforced the blueprint of core values unveiled earlier.

在各種新規劃具體措施以外,陳庭鋒博士亦預告作為慶祝教區成立四百五十周年的活動,教委會將於二零二六年一月二十四日及三十一日舉辦「教區450盃 — 教師排球賽」,以及於五月十五至十六日舉辦「天主教教育領航者學術研討會2026」,研討會主題為「天主教教育的昨天、今天與明天」,藉以凝聚教育界共同反思過去及現在,並一同探討未來的發展方向。
Beyond these new measures, Dr. Stephen Chan also announced major upcoming activities to mark the Celebrations for the 450th Anniversary of Establishment of the Catholic Diocese of Macau. On 24 and 31 January 2026, the C.D.E.C. will host the Diocesan 450 Cup – Volleyball Matches for Teachers 2026, while on 15 and 16 May 2026, the Symposium for Leaders in Catholic Education 2026 will be held under the theme “Catholic Education: Yesterday, Today and Tomorrow”, aiming to unite the education sector in reflecting on past and present experiences, and to explore future directions together.

最後,由主教作總結並帶領結束祈禱,為整個活動劃上圓滿句號。「教區天主教教育委員會發展新規劃說明會」的順利舉行,展示了教區與天主教教育機構在教育使命上的堅持與遠景,並透過與各校代表的交流,為未來的合作奠定了良好基礎。
The event concluded with a summary and closing prayer led by Bishop Lee. The successful organisation of the Presentation on the New Development Blueprint of the Diocesan Catholic Education Commission reflected the Diocese’s firm commitment and long-term vision for Catholic education, while fostering stronger collaboration with representatives of local Catholic schools to lay a solid foundation for future co-operation.
