Appointment of Management Committee Members for Diocesan Schools
on the Committee Training Day and Appointment Ceremony
The Diocesan Catholic Education Commission (Comissão Diocesana da Educação Católica, C.D.E.C) initiated the feasibility study and drafting of the “Constitution of the Management Committees for Diocesan Schools” back in 2016. After three years of discussion and revision across the first two terms of the Commission, the Constitution that regulates the formation and duties of Management Committees has been approved and officially announced effective from September 2019. The Constitution comprises the following seven sections: “Scope of Application”, “Composition and Structure”, “Duration of Term, Vacancy and Replacement”, “Terms of Reference”, “Operation of the Management Committees”, “Withdrawal from Meeting due to Conflicts of Interest”, and “Applicable Regulations”. It is envisioned that through the formation and operation of the Management Committees, further improvements for the quality of executive leadership, curriculum planning, staffing and financial management can be observed in the Diocesan Schools. More importantly, with the companion of their respective Management Committees, the Diocesan Schools can better fulfill the mission and educating principles of the Catholic Church.
The Management Committees of all seven Diocesan Schools are chaired by D. Stephen LEE Bun-sang, Bishop of the Diocese of Macao. The remaining 58 members for the seven Committees are filled respectively by 46 members who have been invited from across multiple professional sectors including the Clergy, education, accountancy, legal and engineering etc (please refer to the table below for the full list). The combination and integration of opinion and suggestions from professionals with diversifying backgrounds is expected to greatly contribute to the Diocesan Schools in coping with rapid arising of external opportunities and threats.
For the sake of a better understanding of the functions and duties, the Diocese of Macao has organised for the Management Committee members a half-day training preceding the Appointment Ceremony on 16 September 2019 (Monday) at the auditorium of the 2nd and 3rd campus of Colégio Diocesano de São José. A wide aspect of topics was introduced to the members that include the “Principles and Mission of Catholic Education” delivered by the Bishop, covering the main roles and characteristics of educating institutions of the Catholic Church and some concurrent common challenges.
Two other topics that concern practical operations of the Committees were shared by guest speakers Ms. Vai Kei Leong, Deputy Director of Education and Youth Affairs Bureau; and Mr. Joseph Kung, Assistant to the Episcopal Delegate of the Catholic Education Office under the Catholic Diocese of Hong Kong, with topics of “Regulations for the Management Committees and Boards of Schools from the draft of ‘Statute of Non-Tertiary Private Schools’” and “Participation and functions of Incorporated Management Committees in Hong Kong” respectively.
The Ceremony was concluded with the presentation of memorial stands of appointment to each member by the Bishop. In summary, the Bishop reminded attending members the most important principle of Catholic Education, that “Catholic schools are not solely for ‘elite students’, we shall not be competing for reputations of being top schools. Catholic schools are well known to be established for the underprivileged ones and those in need of special care.” The Bishop also expressed his gratitude towards the members for their willingness in voluntarily shouldering such responsibility they were present for, and appreciated the spirit of communion and solidarity we all share under the same Church.
