為優化本地學校的課程與教學,澳門特別行政區政府先後於2014年及2015年頒佈第15/2014號行政法規《本地學制正規教育課程框架》及第10/2015號行政法規《本地學制正規教育基本學力要求》。上述有關規定已於2015/2016學年起按幼兒、小學、初中、高中教育分階段推行,並於2019/2020學年全面實施。及後於2024年7月,品德與公民、社會與人文、自然科學以及資訊科技四個部份的內容再經第52/2024號社會文化司司長批示修改了其基本學力要求,並分別須於2024/2025學年(小一至小三)、2025/2026學年(小四至小六及初中)、以及2026/2027學年(高中)起執行。
根據教育及青年發展局介紹,“基本學力要求”指的是學生在完成幼兒、小學、初中及高中各教育階段的學習後,所應具備的基本素養,既包括基本的知識、技能、能力;亦涵蓋情感、態度及價值觀的發展。它一方面指導著學校、教師組織和實施教育教學,設計各學習領域及科目的課程,另一方面也保障了學生獲得基礎性和全面性的培養,提升人才培養的素質。課程框架與基本學力要求互相配合,促成澳門各教育階段學生發展水平和教育質素保證的基礎。
以下節錄了 “基本學力要求” 中對有關「個人、社會與人文」學習領域的規定及資源,以供天主教學校任教宗教、品德與公民等科目的科任老師參考:

For the reformation and optimisation of local curricula and pedagogical approaches, the Macao S.A.R. Government has introduced the Administrative Regulations of “Curriculum Framework for Formal Education of Local Education System” (R.A. n.º 15 / 2014) and “The Requirements of Basic Academic Attainments” (R.A. n.º 10 / 2015) in 2014 and 2015 respectively. Concerned requirements from the two Regulations have been implemented in phases at the education stages of infant, primary, junior and senior secondary levels since the academic year of 2015 / 2016, and shall be fully implemented by the academic year of 2019 / 2020. Whereas in July 2024, contents for Moral and Civic Education, General Knowledge, Natural Science and Information Technology have been revised via the Order of the Secretary for Social Affairs and Culture - No.52/2024, and the revisions are to be implemented by the 2024/2025 School Year (for Primary 1 to 3), by the 2025/2026 School Year (Primary 4 to 6 and Form 1 to 3), and by the 2026/2027 School Year (Form 4 to 6) respectively.
According to the introduction by the Education and Youth Development Bureau, “The Requirements of Basic Academic Attainments” has indispensably impacted the objectives of teaching of various grades, selection and arrangement of teaching content, organisation of teaching activities, as well as employment of teaching materials and assessments at infant education level. ‘What to teach’, ‘how to teach’ and ‘how to assess’ are every teacher’s concern. It is believed that the introduction of “The Requirements of Basic Academic Attainments” can provide some direction which teachers may follow.
